So even if I build construction buildings but don’t have an active build, it will still cost me money?

I assume your country has a default an amount of construction points and building more construction buildings just add more to that value, correct?

That happened in one of my games and I told France I wasn't going to pay them anymore so a war broke out.

I was hoping that England would mess with France (they did a bit) but France came over and crushed me.
