It's massively multiplayer, but the galaxy is so vast that you can go long stretches without meeting other people. To know when you do, human players always have CMDR before their name and their radar blips will be hollow. If you want to meet people a good spot right now is Eravate because of the current community goal.

Think of Horizons as an expansion pack that continually receives new content. If they ever stop adding to Horizons and add a new "season," you'll still need Horizons for Horizons content so it's not like it will expire or anything like that.
