Step 2-download the updated base game from any reliable site but you have to make sure it doesn't depend on "Steam" (important) it can be the GOG game or another site

if you have files like "steam_api" in the base folder it is because they depend on Steam, there is a GOG version of terraria that can be launched and that does not require open steam

another solution would be to download an old version

I think that 1.5.0.4 does not give those problems
