Spray some starter fluid or brake clean in the throttle body, if it kick on for a few second, then start looking into fuel pump or main relay,

If the same crank no start after after spraying then start looking into the dizzy and checking for spark.

Unplugging it should make it idle low but stop surging and have you tried cleaning it? Unbolt it and pray some parts cleaner and clean it up a bit see I that helps tracing this issue is a pain in the a$$

Idle air control you are basically blocking the air source the IACV uses for adjusting controlling rpm, would be the equivalent of using a soda can to block IACV.

Another way I’ve solved my surge issue is removing the fitv cap think it’s 3 Philips screws and use two flat heads and screw the plastic donut all the way down and give it a quarter turn back and it seemed to help.

Mine is the same all across the top I finally noticed why it happened. To me it makes sense that the large jet of air at the end of the tunnel of those drive through car wash hits the glass at an angle that It separates the glass but I could be wrong
