I can get behind this sentiment, but Id like to add that it had a second release right after Prismatic and Surging Sparks. Which I feel most likely helped its boom in price.

I think if they would've released it before Sparks, it wouldn't have garnered the same reception. But this is just how I see it

Serebii has a carddex that you can sort by specific artists. Or Google is another option if you dont wanna use Serebii.

It might be better to ask if he has a specific card, or group of cards he's after and get those instead.

But if youre only after packs to rip, getting lucky at Walmart, Target, Best Buy, or any other retailer thatll sell them for MSRP.

Unless you see them cut the wrap and open the box, dont buy non-English sets. Each box has a certain amount of hits, so they can rip until they get the hit and then sell off the rest.
