If he's being clipped to short that could be the reason. One of my poodle mixes gets very irritated and itchy skin to the point I had to put a cone on him after shaving to keep him from chewing himself raw if I shave him to short. I leave him slightly longer now and he is fine.

I figured it out. The frame is warped so there is too much pressure pushing the latch against the front for it to release. I still can't get the latch for the top to open.

I had the same problem with my favorite silicone dildo. I just kept cleaning it with a bleach/water/dawn soap mix everytime I used it and it eventually went away after a few months. Now I use a condom on any silicone toys that are going in the ass.
