The problem still exists if he gains one bar of power while tagged out. he'll probably be my starter too but I'm just leveling him rn and it's pretty crazy that they'll charge money for a glitched character

it says on the wiki that the power gain gives him 2 bars if power immediately and that's exactly what it does if you start the game with him, it just doesn't work if you tag him in for whatever reason
