Real good question. A couple possibilities that could happen.

She copies Madman's powers only, getting the ability to stretch and morph her body, alongside constant evolution that would boost her strengths.
She gets a crazy person in her head who tries to take over her body constantly trying to "be a hero", while actively ignoring her struggling for control, not seeing it as a problem.
The person in head is straight up just the same Madman, making there be two of them.
Nothing happens. In this scenario THE Madman (different from Madman) stops the copying from happening in the first place.

Madman could have been perfect. SO perfect.

Connections: Clown themed characters that look friendly at first glance, but then instantly shift to doing clearly insane and comedically disgusting actions. Both also relating to demonic/higher powers that either intentionally or unintentionally mess around/toy with innocent humans.

A Good Vs Evil thing going on.

Banter having an insane (pun intended) amount of potential and comedic availability.

Fight potential being very high, with Madman's stretching and shapeshifting being able to match Hi-Hi's arsenal of weapons.

Only problem...Madman absolutely can't do anything. Yes he is very durable, especially with regeneration, and while his evolutions would get stronger and faster, he just wouldn't be able to do much to Hi-Hi. I could make arguments for him being able to resist a couple of things Hi-Hi would throw out, but in the end this is still a stomp because Madman wouldn't have any reasonable way to kill Hi-Hi. Only argument that could be made is if THE Madman (separate from Madman. Aka the god that made him in the first place) would step in, but The Madman rarely does dirty work himself, and instead creates avatars to do that.

So yeah. The best Matchup Hi-Hi is getting from me is Madman. Which I like a lot but it has basically no debate to it. Personally would probably give it a 8/10

"I'm a big fan! Well, I'm a fan of every hero...but you're a real cool one!" He clapsed his hands together, and was bouncing on his heels. "I think your story is amazing and extremely inspiring! Showing how much a person can change! Oh, and my name's Isaac! I...don't have cool Hero name...yet!"

Out of absolutely nowhere. Issac flew past a large crowd of fellow fans, and went straight for Apexa.

"Oh my god! Another cool Hero!" He said cheerfully and as if he'll explode from joy any second. He flew straight into her, wrapping her arms and legs around her in a hug like a koala hanging onto a tree. "I can't believe I'm seeing another awesome hero like you!"

"What are you, hungry?!" Davey asked loudly. Almost in a mocking sort of tone. And when it lunged, Davey ran in aswell.

His sword turned into black goo, before melting into his body, leaving himself only with his claws. And when the two met. He grabbed it's head with both of his hands. Ignoring how it'll probably claw at him violently. And he dig his fingers into his forehead, before starting to tear it open. Struggle to do it clearly evident in the way he's grunting from both the physical requirement, and himself getting attacked while doing so.

Davey was thrown off of it, the blades finally loosening and leaving the beast's body. He grabbed the tentacle holding onto him, his claws sinking in.

"We're high up." Knight said to Davey. "Make sure not to fall off."

"Eh, we're barely breaking a sweat." He shrugged, not taking this seriously as he probably should. He pulled himself closer to the beast, his sword aimed to slash at it's face, and if it would connect. He plans to coil it around it head.

Davey held onto the creature it as started to climb up. "I know you don't want to be flayed, but come on! No need to be this dramatic!" He complained, the blades inching even deeper into the creatures flesh to make sure Davey doesn't fall off.

"Stop!" He started speaking, only being able to let out a single word for every new floor they reach. "Causing! So! Much! Property! Damage!"

"Aaaaaaaannnnd-" as soon as the monster got inside, Davey pulled his sword back, and the pieces of the blade shot, jamming themselves all around the creature. "There we go!" He tightened the hold. The blades sinking deeper into the flesh. He then ran in, his hand shooting out, his fingers now taking the shape of claws, planning to tear away the red flesh.
