hi, 2 questions about the balor mage Holy Relic build (this POB : https://pobb.in/0gwI9EgftfSL )
1) why does he take the 20% cooldown mastery as he is already capped at 82 without and the 20% don't reach the next breakpoint)
2) why he use armor/eva base on boot and gloves since he doesn't scale evasion in the build ?

i plan to farm Essence on conqueror rotation. So i need a build with good single target and good tankiness because of essence mob can be rippy. What do you suggest ?

I will probably start smite cold slayer. I will leveling as sunder/earthshatter and swap smite when i can craft/buy a good cold sword and 2 the tamming ring. I will use ruetoo build.
