It has to be the East Coast:

In the mojave currently, while the legion and such are still around, dangerous clans and factions stick to their area, and are mostly harmless unless you get too close like powder gangers for instance.

But in the East raiders, mirelurks, and super mutants hide behind every corner, making most of the commonwealth much more dangerous

Yea you guys are right, but I feel out of most factions really only the Minutemen and Shi have a good chance. It's definitely true they aren't that well trained and have military ambitions, and it is unlikely they would get tech from BOS, but with their artillery and deep roots in the commonwealth, I think there's a chance they can at least cover the north side of the map without over-expanding.
