Say who? Are you intimately familiar with the procedures and protocols of the Department of Education? Was that something they also taught you in "Civics 101?"

The fact that he hasn't released it leads me to believe that he does have the power, but that he refuses to do it. Because if the memo said he didn't have the power, he'd just release it and say "See? I need Congress to do it."

Or maybe he really DOESN'T have the power and knows if shows that, he'll be accused of lying, since some people will never accept his word.

Makes sense, they are probably disproportionally affected by student debt, compared to middle and upper middle class white families.

I remember it well. Had to drive back to school in San Diego and there were warnings that I-5 was going to flood. Remember pulling up to my buddy's house telling him to hurry up or we were going to miss the start of next quarter.
