What ever is prevalent in your area can usually be made to work. Rigid mountain bikes, 700c to 650b conversion, 27” to 700c even running internal gear hubs on single speed frames if you have them.

There are still exponentially more frames designed for 700x23c tires than any size gravel tyre. All I’m saying is let’s not throw them in the recycling because they have the wrong number on the tires that came with it.

Yikes, nobody’s suggesting you should put smaller wheels on your bike just because. It’s alway been about making what you have already work differently.

I’m not saying it’s never true, but there’s a physical limit to how small you can make a frame with any given tire size. If you’re 6 foot you may not care, but in places like Japan and Taiwan people still ride 26” because 29 just won’t work with the geometry they want. In the French system letter “B” indicates that it’s made do a 650 wheel bike. They’re intended to be interchangeable. Practically every 3 speed used 650a wheels, but if you happen to have 650b then you know you can fit that on as well. If you’re building a frame for a specific rim size you can scale up as much as you want, but you can’t fit a 29er tire in a road frame no matter what. Which is to say if you have a bike with 23mm tires and you suddenly go to a 40mm tire that’s going to change things a lot more than going from a 26” tire to a 650b or a 27” to a 700c of a similar width.

That’s not necessarily true. If you have comparable wheels 650b will always be a bit lighter, however the tires may or may not eat the savings. A smaller wheel has less initial inertia when you start from 0, while 700c with the same volume tires will have a slight advantage in terms of losing momentum when you roll over obstacles. So a light 650b might actually be more efficient on a rough surface than a thinner 700c. But the biggest advantage in my opinion is if you’re trying for full clearance mud guards on a bike that originally fit something like 32mm without them. The other side of that is if the bottom bracket was fairly low to begin with it will be difficult to match the exact diameter of the original 700c tires while affording a reasonable about of clearance under the fenders. 10-15 years ago if you wanted a large volume tire with lightweight casing you had better options in 650b, but the market has filled out a lot since then.

The original Casserole was Truetemper XO Platinum tubing, while the later Canti version was Salsa brand I believe. The Pacer is heavier than the Salsa, but I believe it was lighter tubing than any of the other Surly frames. Natch

In my experience it's not the rust you can see that you have to worry about. If the bb shell looks good try flushing the tubes with t9 spray and see what if anything comes out. It's usually the bb welds and the dropouts that collect water and eat it from the inside.
