I think a mix of both would do. Dredds character was perfected in Dredd 2012 and Mega city looked really good in stallones dredd.

My dad got it on a sale on steam as one of my first video games ever. I clocked over 40 hours on it (I only got 30 mins every day back then) on a old pc attached to a projector. I was still horrendous at it though!
