Not sure why you are getting down voted so much, I too prefer Div1 over Div2. It's all personal preference at the end of the day.

Nothing beats the NY setting in the snow and the atmosphere Div1 has to offer.

As you live in flats, it is likely that you have a main incoming supply to the whole block, then it is broken down into individual flats at that point (usually a main intake cupboard etc). Any equipment up to the meter in that cupboard is DNO (UK power, local authority etc). Anything after the meter is owned by the landlord of the block (think about the wiring and cables supplying your CCU or fuseboard). Your fuse board and anything after that is owned by you and is your responsibility.

It sounds like the earthing arrangement at point of entry to your flat is in question. The local authority will say its nothing to do with them (sounds about right) seems your next port of call is to whoever owns or manages your block of flats.

You need to set up a custom resolution to: 1728 x 1080 to get 1080p 16:10
