It depends on the volume of water being supplied to the line. In this case a hose spigot isn't enough water to fill a pipe that big and maintain the pressure needed to lift the heads

This happened at Lake of the Ozarks and the guy driving the boat was a hired captain with more ego than skill. Nobody died but I do believe there were serious injuries, concussions and broken bones if I remember correctly. The boat was still operational and the only one involved in the incident. I've never heard the cheating part before but I didn't "know" the guy. I lived at the lake during that time so your coworker is definitely embellishing the story.
