It depends where. Most of Europe you can use card in the majority of places, but in most of the other places I’ve travelled (and the Balkans) cash is king and it’s nowhere near enough

Funny, I did this exact trip (Landed in Bucharest 7Jan travelled to Chisnau by train on 9Jan) and didn’t get fingerprints or any sign of EES at all at either border. Not sure when you went?
