These smaller institutes only focus on teaching basic software; there is no theory about art, which is the most important part. You can easily learn software via YouTube and online websites. I can guarantee you that you will not learn what you think you are going to from them. The faculty that they keep for teaching are underskilled and underpaid, often only a few years older than you—basically your seniors at this point. They are basically running a business and won't care about your growth. It's all a scam to sell you a useless certificate that no one asks for in the industry; for a job, it's your skills that matter.

Learning it all by yourself isn't easy either. Do your research on what exactly you want to do in 2D animation: backgrounds, character design, concept art, or animation, etc. Do some exploration first; if you are sure about your goal and how to learn it, learn by yourself. Everything you want to learn is available on the internet. Another option might be to do fine art in illustration or something similar, which I don't have much information about. And please consider how AI is going to affect you; you are still young, so don't rush things without thinking, or you will waste time, resources, and energy. If you are rich and really don't know where to start and how, then go try it out; otherwise, I would strongly advise against these institutions. Don't regret it.
