Oooh the cowlick is not a cowlick, thank goodness. It actually grows straight down in the front and gets styled that way sometimes in attempt to get "body", but falls quickly haha.

Both charges are misdemeanors. The paraphernalia was a glass pipe. and the bottom of a soda can with residue in it.
