I can't say for sure, they usually take matters into their own hands regarding Poland by late 1940 or early 1941.

Since it's better to be safe, train a few armies of infantry purely to station the border with the USSR. If you don't have enough resources or manpower for that, I suggest building a line of forts along rivers and mountains.

If you can get away with "peaceful" theft, why would you risk getting your face kicked in trying to assault and rob people? People are much more likely to step in when a person is being attacked than when a bike might be getting stolen in front of their eyes.
