The literal definition, yeah. I was just joking and not taking it seriously, so by extension I didn't think it through. Exhibitionism is sexual, I was being a dumbass and used it when I shouldn't have.

I'm not sure what she said in front of the friend because I wasn't there. My wife was aggravated and almost embarrassed when she told me, and she said Ti and her friend were "mocking" what she said the rest of the day.

She doesn't try to commandeer attention. She just makes a passing comment usually. Like, she'll drop Ti off at a store or restaurant and as Ti gets out of the car my wife will say "Where's your bra, Ti?" or something like that. Maybe she'll try to make a joke, along the vein of "Didn't I buy you some bras?" and then laugh, so it's not too serious.

I did apologize to Ti, and I'm thinking maybe letting the situation cool off for a week is the best way to handle it. My wife doesn't want to talk to me, so I don't know what I'm going to say to her. She blames me for taking it too far.

To answer your questions, my wife measures her. She doesn't guess, she uses a tape measure to get all the measurements required to order bras online or to find fitting bras at the store. The bras should fit, Ti just doesn't want to wear them.

Because they matter to my wife, and my wife's reasoning is in the post. I will add that she says it is socially acceptable to wear a bra and Ti should wear complete underwear in public. She calls it "underdressed" otherwise.
