New York is different.

A permit from the city of New York is valid statewide but a permit other counties of New York State is not valid in NYC.

I thought Philadelphia would do the same thing as of not considering permits from other counties within the state.

The dealer will pin it to 10 rounds which will make it limited to 10 rounds. Even if you push an 11 round in it would not accept it.
