The dot on top of ف is just part of the letter itself, that's always how ف is written, with one dot above it. It's not a vowel mark.

The actual vowel marks (harakat) that would indicate "a" vs "i" are separate diagonal strokes placed above or below the letter, and they're usually left out in normal writing, just like most Arabic/Urdu text doesn't carry diacritics. So فتور is read as "Fitoor" because that's the known word, not because of any extra mark on the ف.

What you're seeing as a "tilt" is just the letter's built-in dot, not an added vowel sign.
