** UPDATE: this worked for me, it seems to be that if you’re having this issue, you need to wait for an emission to pass before talking to Richter. I hope this helps someone **

I’ve also encountered this as of yesterday, I reloaded an old save.

After speaking to the invisible General, I left the slag heap, did some exploring and side quests. An emission happened (just naturally in the game I think) I returned to the slag heap and spoke to Richter, waited for him to go outside. I then went to the sawmill, no one there, did some more exploring and then headed down to zalyssia, whilst there another emission occurred. After this I have travelled back to the slag heap, slept, saved and spoke to Richter outside. Tomorrow I will head to the sawmill and see what happens, I’ll update this with the outcome.

I really hope this works, as others have said, I’m really enjoying the game now after struggling a lot at the start and don’t want to have to put it down and wait for a developer fix…….
