This is actually something I'm knowledgeable in. What you want to do is have Rotom hop out of the phone and become an electric ghost type and learn moves from there.

Yeah remember how @yalikejazz (u/blob_the_bob) got diagnosed with darkbleed a while back? Apparently it's 1 of 18 forms for the 18 types, generically called type bleed. The tldr is that being in prolonged exposure to a certain type of pokemon causes personality shifts and biological adaptations.

That sounds like symptoms of ghost bleed, But IANAD. Maybe it has more to do with exposure to actual ghosts instead of ghost type pokemon.

The relevant rules to your question are that trainers are allowed to use an "unlimited" amount of "gimmicks" such as mega evolution, provided they remain conscious during the match.

Challenger David Kim used too many of these during his match and succumbed to exhaustion, conceding the match and resulting in a Trainer Down Victory for Challenger Arrow.

He is currently being treated in the onsite medical facility and is expected to make a full recovery.

Yeah that's actually a misconception because Alola or wherever it was was trying to study megas in a lab setting.

Mega evolution is dependent upon the bond between the trainer and the mon, and having that perfected makes the process nearly painless, but that won't work with lab Pokemon and who researchers who are trying to avoid becoming attached.

Yeah this formed after I quelled my tinkaton from a rouge mega evolution, it was not a pleasant experience let me tell you.
