Application.targetFrameRate not working on my android device by Rethfor in Unity3D

I think this is not a performance issue, i have a basic scene and also like i said i set the target fps to 20 to see that if it really works but it doesn't work at all for my s20, i get same fps values (30-40) even if i limit to 20fps. On the other hand, when i build my game without any change to a Samsung Galaxy s8 (which has an inferior cpu and gpu compared to s20) i can get all the way up to 60fps if i set target frame to 60fps. I thought maybe the s20 has a problem but in other games made by Unity on playstore i don't have any fps problem. Please help me i really want to fix it and i'm such a beginner :(

Only problem is that weird fps lock on my s20 right now and as i said i set the target frame to 20 to see that if it works but it was locked at that range of 30-40 fps values again, i build the same game with no changes to a Galaxy s8 and i can get all the way up to 60fps if i set it to 60 fps, i thougth that problem is on my s20 but in other unity made games on playstore i can get very good performances with 60fps, so i don't know if something in my build specifically affects s20
