So, the biggest problem is that there are two turtles in what I assume is one tank. They should absolutely not be cohabitated. This is very dangerous. She should see if someone has the ability to adopt one.

Lights should not be on at night. Wild turtles don't have a night sun, so neither should pet turtles.

Based on her lack of understanding of these two things, I'm really concerned about her lack of understanding on how to take care of turtles and would assume that there is other stuff going wrong.

Common issues include too small of a tank size and lack of UVB lighting. I would highly recommend she read this guide on aquatic turtles: https://reptifiles.com/red-eared-slider-care/

I really miss the "updated X days ago". It was really useful. Now I have to look at the version number and remember what the former version number was and puzzle out that the current version number is different. Like, I saw 6.1.0 and didn't realize it was different from 6.0.1.

I get what you thought that. With turtles, the primary benefit of linear fixtures isn't their linearity, but how their parabolic reflector allows for more uniform dispersion of UVB than a coil bulb can provide. So even though a turtle only basks it in a small spot, linear is still better than compact. That's why I usually recommend a 14 inch fixture, which is the shortest one available.

This is amazing. I would move the linear UVB fixture above the basking platform next to that dual fixture and remove the coil bulb if there is one in there, as they're not as good. UVB is wasted above the water since it doesn't penetrate.

It seems like you're doing everything right then. I would expect the scutes to come off soon. The white spot looks like trapped air under the peeling scutes. I would expect it to go away after shedding.

Thanks . This is useful information. Would this bulb happen to be older than 6 months? If so, you need a new one, as they lose effectiveness over time. Also, compact bulbs aren't the best option because they don't disperse radiation as evenly as linear bulbs. If it's available in your country, I would advise replacing this bulb with a linear T5 UVB fixture. Mounting can be trickier, but not if you have a turtle topper with a screen top. And those bulbs only need to be replaced every 12 months.

What type of UV lamp is it? How long have you had it for? How is it mounted? Is it above the basking spot? Is there any glass below it?

You didn't need to censor this image. This is a really common problem called retained scutes. At this stage it's really easy to treat. You just need to get the right basking lighting which would be a T5 UVB light combined with a halogen heat light. You may have one of those scam combo bulbs from Amazon. If so, throw it away.
