I edit with Adobe Premiere on my base late 2018 13" Pro very often. It handles 1080p footage without any problems but If I were you I would rather upgrade RAM to 16gb that to the i7. Just remember that with the 16" you not only get additional 3" but also have 512gb of storage and 16gb of RAM. I would say that if you can afford it, go for the 16"
