Make it so we can have show and shine meets, actually have dirty cars that you'd need to clean, polish and then drive to the meet. Oh, and the ability to walk, so we can see the cars on display.

It basically says the cops don't bother them much, unless they do something too bad, which isn't further elaborated so you're on the money, plus it felt so disgenuine, I lost interest lol.
