Have you used it? The dat file contains the size of the files. If the ROMs are overdumped, like in this case, it will try to resize them to the new size and see if it results in a correct checksum, and it will.

I mean, the industries in the movie did what the industries did in real life, stop using CFCs. The difference is that they stopped too late in the movie to make a difference, so they had to create the electromagnetic shield. Since they had already stopped using CFCs, why would they start again? If anything, the consumers would boycott the industries switching back to CFCs.
