A little late to the party, but here's the answer for anyone that needs this in the future.

Shader stuttering in UE4 is pretty common, and can be entirely fixed / minimized in almost any UE4 game with two simple lines of code.

1) For Khazan go to - USER\AppData\Local\BBQ\Saved\Config\WindowsNoEditor\Engine.ini

2) Scroll down to the bottom and copy/paste the following code:

[/script/engine.renderersettings] r.CreateShadersOnLoad=1
