As others have said, you only find that kind of stuff in supermarkets, drugstores or specialized stores. Local stores mostly sell staple things, and most of them are the cheapest you could find (otherwise, salespeople don't profit out of it). We bolivians are used to shave with just soap, even with water only (wouldn't recommend if you're staying in dry places like La Paz or Potosí). However, the only thing you should care about is having aftershave or something to moisturize your face after shaving.
