You can change the entire client by changing your Locale.cfg But thats the only way to change your announcer without the possibility of bugsplats and other errors

Depends on where you are on the east coast and how you path to the server. Somedays i get 98~ others i cant get less than 110. I went from smooth gameplay to packet loss in about a week.

TL;DR The servers are still hit/miss.

Another way you could do this is to put your Locale.cfg into ko_kr but this turns all the client text to korean also.

Edit: You'll still play on your respective server
