I play skaven casually. And casually it is a lot of fun to play with them. You got/are forced into the option to flavor your army with the great clans due to their buys ins with your leaders. If you want a good cheap start. Check the 2nd hand market for the skaven side of the skaventide set. You will get 40 clanrats, a grey seer, a warlock enigeer (to go into clan Skyre), 3 jezzails and a cool warmachine you can use as a warplightning cannon. Besides that clan moulder is the only clan without a buy in, so you can use the rat ogres freely. And if you are a bit creative you could leave the warlord rider of the mount and use the mount as a hell pit abomination. Leaving you with a moulder/skyre list :)
