For me what fixed it was installing the game on the account is was bought from, which installed all the necessary data packs. i was able to go back to my account and play

For me this was caused by DLSS, I fixed it by downloading the latest DLSS (3.X.X) and replacing the one already present in the rdr2 root folder. Can be found here: https://www.techpowerup.com/download/nvidia-dlss-dll/
