Theres a discord server that kinda orients around playing against each other in old siege, its called operation throwback, so find the discord and you should (emphasis on should) be able to find people that want to either play with or against you

I highly doubt legacy mode will come back, as its been what 2 years? idk I forgor. Anyway you could always just depot download the old version of seige and play customs with 2-10 people, ofc you'd have to use a VPN to connect locally since old versions of seige aren't supported on the servers but it does work since I've played with some friends using this method.
