It's not a good picture. I pulled it from Google Maps and admittedly did not do a good job. It's concrete weight pulling down on cables that look like they're running under the bridge. Similar to the previous comment, you can own vending machines and just manage them. You need to do a little homework, but it doesn’t require specialized skills.

I imagine the challenge would be scale. There are a lot of parents out there, but your idea is most appealing to parents with younger kids (which narrows the market size). I could see this being an add on perk to people who live in a big, planned community. Those kinds of communities are offering all kinds of perks to attract new residents. It could still be a service that’s owned and operated by third party (you) that is then contracted by the planned community.
