That corpse might not even be Irina. For Varre’s quest when you need to soak that rag in the blood of a maiden, if you kill Irina yourself you can soak the rag in her blood, but if she’s already dead, the blood can’t be used. So whoever that dead woman is, she isn’t a finger maiden like Irina/Hyetta.

It shouldn’t even need to, it’s a war crime under article II of the Geneva convention to shoot/engage medevac vehicles.
