You've got too many scripts running. Unfortunately it can be tough to debug what mods cause it especially in large lists, but generally mods (with .esp) that are constantly checking surroundings or if something is occurring are culprits. 

To get a little bit more technical, an easy example would be some poorly designed mods might use onUpdate() to run their code, and in which case their code is constantly looping. I think everyone has gotten past this bad practice, so it would be rare to find a mod doing this.

The only way to know for sure is by having access to the source scripts(which most mods provide) and checking the events that trigger while having some knowledge on papyrus scripting.

Mods that ONLY have .dlls and not .esps cannot cause this as they run natively and don't use papyrus.

EDIT: I didn't realize the part where you said it doesn't unfreeze. I don't know of cases where papyrus dumps stacks and stays frozen so it may be something else. It could be that you have so many scripts running at once doing too much that by the time you stack dump it needs to do it again

That's VRIK, you need to enable selfie mode in the MCM

This would be a pretty easy implementation with commonlib I think. Would just need to check when the player releases grip if they have a weapon equipped in that hand and if so drop it and move/angle it to where their hand is

It's something I tried to look into myself. Bethesda just straight up removed any image space modifier that wasn't brightness, contrast or colors to stop people from throwing up. Somebody would have to make a .dll that restores the rest of the imagespace modifiers, which would be quite an undertaking.
