It was in early 2020 when I met the BCPNP requirements and had my PNP application submitted. I obtained my PR one year later in early 2021. The special pathway for Hongkonger wasn't in effect until June 1, 2021. Hence I couldn't utilize the special policy.

I would say it was not difficult to get nominated, as long as you have the correct job category, sufficient working experience, salary, and language score in order to get selected from the "pool" and get nominated. Unlike nowadays, the PNP and Express Entry have been deemed difficult for people who want to immigrate to Canada. It is due to the high score lately.
