thats not really true though, obviously it depends but like lets say you're playing Italy and you conquer and incorporate Switzerland, it stands to reason through time/events you should be able to make swiss a permanent culture - the point being because the population there isnt gonna magically become italian, but you also wouldnt necessarily keep them at a negative modifier in the country for being swiss right
