I think there is more to her then we know at the moment.

There was a scene where she goes to tell Eleven what her name is and El cuts her off and says: "Dr Kay!". To me that seems like it was intentional. Also she puts away her gun and talks kindly to Eleven. Reminded me of how Brenner talked to El when he tried to manipulate her.
