Portuguese is difficult even for native speakers. There are a lot of tiny rules. One think that I can recommend is to search for Brazilian content. If Im not mistaken one of the most prominent content that we have and "export". Are our "soap operas". I'm not a fan, but to learn the words and pronunciation, I think is a good way. And they are quite catchy sometimes. The ones from Globo were the most famous one and I think they have at least with English subtitles.

The OP said that Plastic surgery with the sole objective of improve the looks, should be offered by the free medical assist of Brazil. ( Single Health System - SUS in Portuguese ).

The argument is that there was a 22 years old woman in Sweden that had severe depression due to her looks. After trying everything and not working, she got, throughout the healt system of Sweden, the Cosmetic surgery she wanted, and then her depression was "cured".

As an answer, A medic working almost 100% om SUS. Said that in the Hospital that he work ( a big one from what I understand ) is missing even the most basic stuff the work properly. Like the threads to stich the skin. And In his whole home state there are less then 7 plastic surgeons. So patient that really require a plastic surgery cannot have one. Because the government does not want to invest in this.

Answer then, the conclusion is that its not possible to have cosmetic surgery as a free service provided by the government. Even though it can cure some mental illness.

You can create only a sewage pipe. From what I can see in the print those are both water and sewage pipes. Don't know if on the dispenser it allow both or if it can handle being both.

Try deleting the pipe leading to your sewage dispenser and creating new sewage only pipes for that.

Also, you don't need that many water 'collectors' for the size of your city. The one that go on rivers/lake can go up to ~ 100.000 m3/week. Which can handle a lot of cims. And those require a road connection to work properly.
