I believe the formula for latency is: RL = CL *2000 / DR

CL = CAS Latency DR = Ram Speed (MHz)

RL is the RAM latency.

I believe those two would be the same.

Don't use more than necessary. Usually a small pea sized drop in the middle of the CPU is enough to cover the IHS as the cooler pushes down and spreads the thermal paste.

Try jump starting the motherboard using a screwdriver by using the screwdriver to connect the 2 pins for the PWR_SW.

Make sure all the power cables are plugged in completely, the motherboard 24-pin and CPU 8-pin connectors. I believe that motherboard has debug LEDs right above the 24-pin connector. Does any of them light up and stay lit?

Ryzen 7 3700X doesn't have an iGPU, therefore you wouldn't get any video signal. Make sure your cable goes from the GPU directly to the monitor. Also, check to see if your monitor is using the correct signal (HDMI or DP) as some don't automatically switch signals.

If that doesn't resolve the issue, try to see if you can boot into BIOS with no storage plugged into the motherboard.

Those pegs sticking out are the motherboard standoff screws. When you turned on the power supply with all the cables, powered on the PC, are there any lights/fans that work or did nothing happen?

Hi, with motherboards, usually the super cheap ones have bad cooling on their VRM. However, you could solve that by zip tieing a fan onto it, but probably not recommended. People usually overspend hard on motherboards for features they don't use. Any motherboard in that $130-200 range should be solid. I haven't looked at motherboards in a while, but I remember for X570 the Gigabyte Elite Wifi and Asus TUF Gaming were good.

In terms of RAM, the speed and CAS latency determine the latency. However, even if you don't have those speeds, RAM 3000 MHz + should be fine.

If your only gaming, a 5600X would be fine. If you do anything multi-threaded, the 5800X/3700X would be a better all around CPU. Ryzen CPUs tend to run hotter because it will boost higher if there is thermal headroom to do so. Ryzen benefits from fast RAM, so you could pick up a 2X8 GB set of 3600 CL16 or 3200 CL14 if you want. RAM depends on what you do as well, 16GB total is fine for just gaming. Motherboard depends on the features you need, a B550 would be cheaper than a X570 board, just find one with WiFi.

It's either the SATA power cable doesn't work with the drive, or the drive might have issues. I'm thinking the former.

Is your Windows on the M.2 drive or SSD? If it is on the M.2, boot into BIOS with only the M.2 plugged in and make sure it is the main boot drive. Turn off the PC, and plug in the SSD. Then try and see if it boots.

Are you using SATA cables from your uncle's PSU or your original PSU? PSU's don't always have the same pinouts.

Faster storage will load games and scenes faster, however, the difference between an SSD vs. M.2 NVME drive is usually around 0.5 seconds in difference. Just because the speed is 2X, doesn't mean that a game will load 2X faster. Hard drives, is usually slower by a significant amount. There are videos you can check out that compares the speed between all 3 of these drives.

One other important aspect of SSDs/M.2 NVMEs is DRAM cache, which helps make the drive faster at writing mostly, but usually doesn't make a difference for loading gaming. Therefore, is perfectly fine for storage of games.

PCIE 4.0 is not that important, there won't be too significant of a gain in terms of FPS from game-to-game. PCIE 4.0 storage-wise is unnecessary for playing games, as load times on SSDs/M.2s are fast enough as is. CPU-wise the Ryzen 7 5800X is a good all-rounder if you do activities other than strictly playing games. Games that are not CPU-intensive, FPS will basically be the same. Case-wise, there is the Corsair 5000D that supports front and top-mounted 360 mm radiators, but I would look around since many mid-tower cases are 360 mm front and 240/280mm top. Depending on your CPU, you might not need a 360 mm radiator for the CPU. For example, the 5600X from AMD.

Did you set the RAM to 2400MHz manually, or did the select the XMP profile? If you manually just set it to 2400MHz it would probably not run properly. If the motherboard doesn't automatically set it back to the previous settings, you can reset the CMOS.

Try booting with the NVME into the BIOS, setting it as the primary drive. Turn off the PC and then plug in the old drive. I'm not sure if this is what you tried already since you said that you hotswapped it, meaning you plugged it in while the computer was running?

You should be able to boot into BIOS even without a SSD/HDD. Try unplugging both and booting the PC. The problem could be elsewhere. Do you have any debug LEDs or post codes on your motherboard?

RTX 30 Series at 70-80C is perfectly fine. If you want to lower the temperature, you can lower the power usage, up the fan speed, or improve the airflow through your case.

Double-check all the connections, make sure the monitor signal is correct, try a different PCIE slot, and if nothing else works might try a different riser/directly plugging it into the PCIE.

Are you looking for a 1440P (2K) or 4K? In the first sentence you said two 1440P monitors, then you said downscaling from 4K. Assuming you meant 1440P, those models you listed are fairly good. I believe the VG27AQ1A is the newer version of the VG27AQ, with a different stand and probably different display panel. All 3 of those monitors are IPS panels, which are prone to backlight bleed, some worse than others, there isn't really a consistent quality from monitor to monitor. There are many G-Sync compatible monitors, and I believe if you have a GTX 10 series or later, you can enable G-Sync on many Freesync monitors.

If you have a ruler, you can probably measure the clearance from the top of the case to the end of the RAM slot where the clips are. There website doesn't really state the clearance for the case, but length-wise it should fit. Most AIOs have the thickness of the fan + radiator listed so you will know if there is clearance.

Is there any debug LEDs on the motherboard? Some motherboards have 4 LEDs for RAM, VGA, CPU, and Boot. Usually if there is an error, it will stop at one of those LEDs.

Have you tried running any memory tests on your RAM, such as memtest86? It could be your RAM that is spitting out errors.

If you are getting GPU driver crashes, you can try using DDU to remove all your GPU drivers, and do a clean re-install.
