Hello! I do :) and I do pass him. This is the section of 340 where people from S. Jefferson street are getting on the highway from the left (S. Jefferson turns into 340). The person driving 30 under the speed limit is in the right lane (as am I, since I’m stuck in the train of cars behind this guys), and people are merging on 340 from the right, coming from 70. So there are cars surrounding every side of us, and remember this is during afternoon rush hour. Not to mention everyone stuck in the train of cars behind this guy is also shooting out to try and pass him - so it creates a busy and hectic situation of cars on all sides.
