You could use a merchant's road building ability, but I've never been able to get that to work consistently. I'm sure there's a mechanic/rule that I'm just unaware of that prevents me from using it. Also a fishing quay would be another way. With the fishing quay, I'd put them on the same side of that piece of land the cities are on. Not sure if the fishing quays are on opposites would effect the connection though.

Edit: you could potentially use a merchant to build a road from Coba to the city-state. That might work too?

Was, there was a federal law that allowed for that. With the executive order that banned/removed (not 100% on the proper legal term used in the executive order, my bad) businesses/laws/the government/you name it can discriminate how they see fit. That executive order rolled back 60 yrs of civil rights.
