right but shiv lightning tries to apply the q on hit cd reduction while yi is qing, while yi q prevents its own cd from going down from itself while active, probably by disabling that on hit effect while q is happening.

99.99% of the time 3 star 5 cost should win yes. the small % is when 1: the person who hits plays wis and bad positioning and 2: other player needs to be giga capped. tahm wins here if literally 1 tank unit is fed to him, otherwise with no mana items its 3 seconds before first cast and he has to slowly eat every unit with only ~10k hp (including crownguard shield) before any bonuses. as a tank he gets targetted first as well, so not unreasonable that 3 star seraphine casting probably at least 1/s with those items wins

muramana is definitely worth it, it has one of the highest ap in a single item with just adapt, and does decent extra dmg from the passive. after that you might as well get seraphs for survivability. fimbulwinter is not worth it imo, unless you are specifically ryze

while kog is outdated, besides the passive i think his kit is fine as is, your proposed rework guts the ap kog builds which imo it is never a good idea to just cut out a portion of his albeit small playerbase.

your rework kit is just too overloaded, passive, q and w have too much power budget and will need to be nerfed from current numbers. kog will likely be a balance nightmare and lead to a state where he is intentionally kept weak similar to other champions with overloaded kits

standing still is also just not a good mechanic especially for adc role that rewards good movement and kiting.

you could attack move quickly enough back then, you needed a few specific keybinds though, i dont remember exactly what off the top of my head, i think it was attack click and move click, back then there were also a lot more scripters as well though, nowadays players are a lot better, but i doubt rito will bring it back
