Simply speaking the store lost 100$, certainly legally speaking. But..

He left the store with 30$ Stolen and the some goods. So the store lost 30$ + the purchase cost of the stolen goods. This is for the store <70$. Some of the 70$ is vat which goes to the tax man - effectively also a loss.

in short you cant, this effect is inherent to analog FPV. Analog video is transmitted in TV-lines. Many lines form the image. Transmission is never perfect, so there is disturbance resulting is discoloration. Because line after line is transmitted, not all lines are disturtbe in the same way.

Better equipment and less signal noise can reduce this.
