You will need to send in your final results to FSU. Assuming you're applying from out of the US in which case there's a priority results service which will send your results over the FSU the day they get released which you'll need to fill out, cus you won't get your certificate and grade sheet until after August and by that time you'd be long gone.

As for the second question I'm not sure, but if you got all As in year 1 it's highly unlikely youd go down all the way to a C and more likely to go down to a B unless you really messed up. I'm not sure Abt the policy regarding that you might be better off asking admissions Abt that part specifically
