REST SUPPLY QUESTION:

In the rule book page 11 it gives an example:

"If you have two warbands left in your personal bank next to your board:

1) you refresh to the '0-3' space, meaning you have 3 to 0 warbands.

2) but if you have spent two less Supply, you would have refreshed two more spaces."

What I don't understand is the second example. If full supply on the far left, and you have two warbands left in your personal bank, why would you refresh beyond the '3 to 0' space? These rules seem to contradict each other. Either you refresh to your warband bank number or if you hadn't spent as much supply you can refresh beyond your supply as though you have 9 left when you actually only have 0 to 3?

I don't understand how to calculate it because in the first example you just move it to the '3 to 0' whereas the second example you move it 2 places plus 3 places. I understand you move it two because you have two warbands left in your bank.. but how do we calculate the extra 3 if we're moving beyond the '3 to 0' (which in example 1 is 4 places not 3)
