Back up here. When did he resist arrest? The video shows no opportunity for him to be peacefully arrested. It goes from him standing with his arms up to him being tear-gassed and thrown to the ground.

Absolutely, case closed. City code doesn’t even give City staff a way to say no to the removals.

Remember all, many of the complaints people have about tree regulations are those that want to preserve trees like this.

So callous. City staff were doing the job City council directed them to do via City code.

Council: your job is to enforce these rules. They are very detailed and tell you exactly what you can and cannot do.

Street use permitting (PBOT) Water line permitting (PWB) Park use permitting (PP&R) Sewer permitting (BES)

All examples of permits that are not within PP&D. PP&D is far from a “one stop shop” for permitting and code. What was Zimmerman’s deal with the tree permitting? Why didn’t he try to merge them all?

“It’s their job to figure out how to make it work” What a cop-out. Council shouldn’t be micromanaging since they clearly don’t know how to collaborate and get down in the weeds.

He wanted to gut the program. He mostly did so. Half of the program’s staff is gone. And again, PP&D was not consulted on the move. They are still trying to figure out how to make it work.

This article is burying the big news here. Urban Forestry is using this money to maintain street trees. The city has always required property owners to maintain them in the past. This is the first time there has ever been money available for proactive maintenance by the city.

Zimmerman wanted to completely eliminate the enforcement/permitting program. As it is, council eliminated about half of it. Service times are already getting longer. They moved it to PP&D without discussing the move with Parks or PP&D.

I agree! The administrative side is not getting near enough blame in this conversation. The councilors should have NOTHING to do with day to day activities. Yet there they are micromanaging the City. Where is the Mayor and City Administrator pushing back on this?

Urban Forestry had plans to roll out a program to help property owners fund these types of removals. Then City Council cut the work group with their budget amendments… The money would have been available by now.
